A black box has just 'appeared' on a lampost near our house...
It
is padlocked shut, and padlocked to the frame on the lampost.
It's secured about 8-12 foot up, and has no visible wires, sensors or
function... what could it be ?

Did you find out what this black box is for? One has just appeared outside our house. My wife today has telephoned the local council who advised her to phone suffolk county council, who advised her to phone the company responsible for the highways (Atkins), who then referred her to the highways agency who took her details and said they would reply within 15 days. Everyone she spoke to also advised her to call the police. She did and they were NOT interested!!
